The push for health care pricing transparency has\nbeen gaining steam for the past couple of years. Progress has so far been\nmeasured in inches rather than miles, but this may change if the Trump\nadministration has a say. The President is expected to release an executive\norder addressing health care pricing transparency which, if enacted, would\nrequire health care organizations to disclose pricing information to patients\nand employers, enabling them to view negotiated rates between insurance\nproviders, hospitals, and doctors. <\/p>\n\n\n\n

Challenges\nin Enforcing Price Transparency<\/strong><\/h2>\n\n\n\n

This isn\u2019t the administration\u2019s first foray into\nimproving health care pricing transparency. The President signed two bills into\nlaw in 2018, the Know the Lowest Price Act and the Patients\u2019 Right to Know Drug\nPrices Act. These bills eliminated pharmacy gag clauses that prohibited\npharmacists from letting consumers know if they could save money by paying for\ntheir prescriptions out-of-pocket rather than relying on their insurance\ncompany. And the Department of Health and Human Services announced just this\nmonth that prescription drug ads airing on television will be required to\ninclude pricing. <\/p>\n\n\n\n

While these are good starts, there is still much\nwork to be done to ensure prescription drug price transparency. The\nprescription drug rebate system, for one, could use a complete overhaul. And\ndrug price transparency in and of itself isn\u2019t enough to effect change in the\ncompetitive marketplace; consumers would benefit from additional information,\nsuch as knowing which medications are most effective for certain conditions.\nKey players such as MedSavvy are making an effort to tackle this problem, and\nthe federal government is supporting a number of initiatives that would\npublicize information for consumers. <\/p>\n\n\n\n

Another goal of the Trump administration is to\nprovide information on the quality of physician practices serving Medicare\nbeneficiaries. A website called Physician Compare has been set up by the\nCenters for Medicare and Medicaid Services, and while it\u2019s a step in the right\ndirection, only about 20 percent of physicians are currently listed in the\ndatabase and, because reporting is voluntary, the site doesn\u2019t paint a full\npicture. <\/p>\n\n\n\n

The government began requiring all hospitals in the\nU.S. to post price lists for their services and products online starting\nJanuary 1. However, this law has yet to be enforced – and given the propensity\nfor using acronyms, abbreviations, billing codes, and medical jargon, there is\ndebate over whether these price lists are helping patients or confusing them.

Despite these challenges, the administration is\nmoving full speed ahead to continue to implement changes in order to make the\npatient experience a more positive one.
